Papua New Guinea - Mendi Diocese-Southern Highland and Hela Provinces

Part of this proposal is to support those whose food crops were destroyed and have nothing or few too eat or are unemployed, old and disable. In this proposal we intent to provide at least first ten (10) water tanks for pure water collection in some worst affected communities who have no tanks, have more people with few tanks , or live far from clean water sources and to provide some support to the very affected people who need food but have hard time. It is therefore MSC Mission Office is kindly being asked for a sum of K 98,025 towards this course to help some of the people of Southern Highlands and Hela Provinces."

"The thirty three (33) Clean Water Project is intended to be implemented in the thirty-three parish and pastoral areas of the Catholic Diocese of Mendi-each in every LLG area within the government structure of the two provinces of Southern Highlands and newly created Hela province comprising more than 868,209 inhabitants. It is the area of the one third of the country’s population being affected by the dry spell and frost who are scattered across 25,500 square kilometres of land and along the valleys, and mountainous plains of Papua New Guinea.During the initial stage of the experience of drought and frost situation, the Caritas Office of the Diocese of Mendi was the exclusive party seen by the affected population at the site at the remotest of places and the Catholic Diocese of Mendi has been a major hope and source for relief supply and clean drinkable water and other support for these people.

It is Mendi Diocese’s intention to provide relief support in three phases or s-Phase 1: Immediate Relief; Phase 2: Mid Term Support and; Phase 3: Long Term Assistance.

Phase 1: Immediate Relief (Clean Water Project-current)Our objective in phase 1 is to provide immediate relief to the worst stricken areas mention above while we are considerate of the possibility of effects spreading out to other parts of the parishes given the delay and extension of the situation of frost and drought hence affecting the population, primarily in the drought stricken parts of Hela mostly.Outputs under Phase 1

Output 1 for 1:

Initiate Clean Water Projects across every affected parishes/pastoral areas within Mendi Catholic Dioceses and its services hubs, particularly health facilities by provision of water tanks for clean, drinkable water.

Output 2 for 1:

Supply Relief Support to the affected 78,320 plus people across Mendi Catholic Diocese, the heathen brethren nearby Catholic Vicinity who have been included in the 78,320 affected population, including non-Catholics bestowing Love and Mercy for neighbors by means of provision of food supplies to those whose gardens were destroyed by frost and drought.

Phase 2: Mid Term Support Our objective in phase two is to identify various needs in detail per parish/pastoral area and prioritize various Self Support Project to enhance self-fulfillment after the disaster and its implications to the people by means of seed disbursement, provision of project product supply as fingerlings for fish ponds, materials and equipment supply for fallen and burned structures, etcetera.Outputs under Phase 2 Output 1 for 2:Conduct a detailed survey/research per parish/pastoral communities to identify and confirm individual and categorical implications people faced and compile a report for various project initiation in various communities within the parishes of the diocese through partners as National Agriculture Research Institute for agri-projects, etcetera

Output 2 for 2:

Provision of various seedlings and fast growing food crops, fingerlings, building materials, equipment for self-sufficiency and fulfillment during and after the drought and frost periods.

Phase 3: Long Term Assistance

The objective in phase three (3) of the Relief Strategy is to ensure and enhance capacity building of people particularly in areas of food production, reservation and preservation and other drought resistive and resilient methods of farming and sustenance.

Outputs under Phase 3Output 1 for 3:To liaise with partner organizations as National Agricultural Research Institute (NARI), Fisheries and Aquaculture Centers for supply of fingerlings, water borers, etcetera for drought resilient farming practices for survival through training and workshops for knowledge and skills transfer. This project will take its precedence and continue over some months considering the large size of the people and communities that were affected.Implementation Schedule

It is anticipated that the project in phase one (1) will be carried out as funding is secured and is available for execution immediately. A follow-up plan for next stages will be drawn prior to need and completion of phase 1 activity outcomes and outputs.

Financial Sustainability

The financial sustainability of the Clean Water Project or the Phase 1 Project Conception began as a result of prolonged drought and frost situations over more than four to five months and therefore is in the initial stage and has nill funding at the moment to assist the 78,320 plus people with relief efforts and clean water supply. This will be true with other phases of projects. The Diocese could rely on the external sources to sustain its project operations so far but it would find other supporting partners in the relief efforts in other stages through Caritas Network and other donors

Project M & E

Ian Apeit-Project Coordinator of the Diocese will be the project Manager responsible for the implementation of the project. He will be responsible with the monitoring of activities on a day to day basis and report on quarterly basis. Ian has experience is dealing with community development projects over more than four (4) years, activity planning, program and project coordination and people mobilization, empowerment and project initiation.

Final Evaluation will be jointly done by the funding agency and the Diocese of Mendi’s Project Management Unit prior to and at the time set forth by the funding agency with funding responsibility from project funder."
